Michael has it right. Fresh snow, not packed is best for top area. If built correctly, your body heat will help you. Biggest advantage is keeping out of the wind and not feeling/being exposed. Never had to sleep in one, but taught my cub scouts how to build them years ago.
I have built a snow cave before. It is better to pile up fresh snow so it is softer to dig into. you would probably want to use a small pot,shovel, or cup to dig with and not your gloved hands. Or in your case with the plowed snow, pile up snow against the packed snow for a stronger structure. Either way it is a lot of work for little warmth.

Has anyone here every built a snow cave? I tried to dig into the side of some snow that had been piled up by a snow plow, and I got wet and cold before the hole was big enough to crawl into.
Admittedly, the snow plow had packed the snow pretty tight, but still... it just seemed that in a survival situation I would have been in trouble.

The cost of food has risen dramatically over the past two years, more than can be expected in that period of time. You might want to consider stocking up on freeze-dried or dehydrated food for times when food prices are downright ridiculous.

A word to the wise - honey is going to sharply climb due to an epidemic of CCD - (bee) Colony Collapse Disorder. Hives are simply being abandoned... long story.
Also, peanut butter is going to get hit with steep price increases because the area of the country that grows peanuts was hard hit by drought this past growing season.
